This is a key leadership role within the Council, taking lead strategic responsibility for the following portfolio:

  • Financial Services
  • Legal Services (including Monitoring Officer)
  • Democratic Services
  • Communications                           
  • Localities and Policy 
  • Elections
  • Property Services

You’ll ensure that services within these areas are delivered to the highest standards, that resources are well-planned and utilised, and that colleagues across the different teams benefit from effective performance management, with clarity around objectives and expectations and the professional support they need to excel in what they do.

As part of the Council’s leadership team you can expect considerable engagement with elected members as you offer well-informed professional advice on key decisions. You’ll should be able to foster positive relationships across the organisation, building trust and confidence quickly, enabling you to advise, influence and challenge others. 

You’ll provide clear direction to the Heads of Service in each of the key service areas within your remit, working with them to ensure that delivery in the ground is aligned to the Council’s corporate priorities and that we deliver high standards of customer service while pursuing value for money at every stage.

You’ll work closely with key partner organisations and stakeholders to promote Pendle as a place to live, learn and work – pursuing opportunities for economic growth and supporting sustainable communities. 

We’re looking for someone with a proven track record in a finance leadership role, where you have successfully brought about service transformation and improvement. As our Section 151 Officer, it’s essential that you are a qualified accountant. And it’s important that you have experience of advising at a senior level in a political environment.
